The message things is a bug to do with your browser storing the cache of the page and not refreshing it I believe. There should be an option to empty the cache to fix the issue. I haven't had the issue myself, but someone else had and I think that was the solution.
As for the time, I don't think you can, if I knew I would change mine too
Perhaps that option will come with an update.
The administrator has disabled public write access.
