My three favorites are The West Wing, Friends, and Family Guy, in that order. I have to admit that I used to think (before actually seeing the show) that Family Guy was just a bunch of crude humor (read: fart jokes). But, after actually seeing a few episodes and some clips on youtube, I found that it contained some not only completely hilarious, but very witty jokes.

Heroes, spooks, hustle and 24 (Untill Virgin media pulled the plug on sky ) are all really good IMO.
I also like Dr Who and Torchwood (yeah the latter has crap acting, but it's one of the few shows with sexuality as a predominant theme in it.)
