Children: Right or Privelege?

Is having children considered by you a right or a privelege today?
Personally, I think ideally it would be a right, and certainly, historically, it was.
However, I feel times are changing, and with an Earth being completely drained of life quicker than it can be replenished, overpopulation will only get worse. I feel it's inevitable that policies curbing population will come into fruition. Firstly, particularly in market economy countries, it will be through taxes or financial incentives to have one or two children. In countries where there are no advantages to have a boy or a girl, this would not be a problem as it is in China, where having a girl is bad news for a lot of parents.
Certainly it would be difficult to accept an authority that determines ultimately how many children we may/may not have, but ultimately, it may be necessary. And when you consider the real stresses that overpopulation is already placing on the world, the issue may be arisen sooner than we'd like to think.
So. Right or privelege? Do we have the right to our body? Or must the act of having children be seen as a privelege that needs to be regulated in order for our planet to not eat us up and spit us out? You should always respect one's religious beliefs, however imaginary friends, delusional behaviour, a belief in a two thousand year old folk-lore should be treated by a professional.

I think the RIGHT to one child per parent then after that start taxing the families! A bit like china I suppose but without the forced abortions.
And you should have to be over 20 before you settle down..
And earning money.
