Which is the problem. Everyone matures at a different rate and the law just takes a number that society thinks they'll be mature at. Yet even though they are supposedly allowed to choose to have sex at 16 in most cases, they can't buy alcohol at that age, nor cigarettes, or even gamble.
And of course, some people mature earlier, and some mature later. Most teenagers and preteens are already in relationships with one another well before this age, and most are in touch wit their emotions, so why should there be a problem if they like someone a bit older?
The law is ultimately there to stop older people taking advantage of younger people, but that already happens, before and after you hit that magical "legal" number.
One day society will progress to using a system where they take into account everyone's different ages for maturing. Not for a while though.
